DENVER — Some Denver residents are fighting a proposed development they say will destroy their neighborhood.

Developers Pando Holdings and philanthropist Barry Hirschfeld want to build a five-story, 108-unit micro apartment complex at East 16th Avenue and Humboldt Street.

They are taking advantage of a loophole in the city’s zoning code and will not provide any off-street parking.

The Health Center at Franklin Park is a nursing home next door. Administrator Jane Runge said they serve up to 86 at risk adult residents and the proposed apartment complex will hurt them. “The residents will have chaos, they will have noise, they will have lights shining in their windows.”

Neighbors are appealing the city’s approval of the project at a hearing Tuesday.

They estimate residents at the apartment complex will take up at least 65 on-street parking spaces in a neighborhood where parking is already scarce.

Justin Reilly said, “Our neighborhood is not opposed to development in general.”  But, he adds, “Not providing parking is going to significantly change the nature of this neighborhood.”

Denver City Council earlier put a moratorium on similar projects but this one was grandfathered in.  Neighbors believe the city made a mistake by approving it.
