DENVER -- A Denver woman captured disturbing moments behind a Pho restaurant on video.

The video shows two employees outside Pho 999 in Montbello apparently chopping up meat on the ground. The video has since received thousands of views online, even sparking social media outrage.

The FOX31 Denver Problem Solvers confronted the manager who claims they were cutting up fish to feed the employees. But what’s seen in the video has many loyal customers thinking the worst.

“It has stripes on it, that’s when we were really freaked out,” Kagome Levy said.

Denver Health Department officials visited Pho 999 on Friday morning after seeing the video. It said the video was too blurry to make out what’s being sliced up by the employees.

Officials did issue a $500 fine for mixing fish with customer food in the freezer.

Now, they say there could be more to the story. Health department officials said once they receive additional information, there could be another investigation.
