Gerard Julien, 15, died on July 20 when a Plymouth PT Cruiser ran a red light and hit him in a crosswalk near South Kipling Street and West Asbury Avenue in Lakewood.

Fransua is charged with the following crimes:

  • Leaving the Scene of an Accident Involving Death
  • Vehicular Homicide
  • Tampering with Physical Evidence
  • Speed Contest
  • Reckless Driving
  • Failure to Obey Traffic Control Device
  • False Reporting to Authorities
