WINDSOR, Colo. -- The National Weather Service says as much as 4 inches of rain fell in 90 minutes Tuesday afternoon in the area around Windsor in northern Colorado.

That caused flood waters to rise rapidly and damage homes.

"It went around the house and in the basement, flooded the whole basement," says Tom Gann.

He had two feet of water downstairs. It destroyed carpet and furniture. He still had not assessed all of the damage Tuesday night.

All the water flooded some streets in Windsor up to knee-high, stranding cars in intersections and pouring into yards.

John Wilson was glad he decided to install window well covers over his basement windows. "The water was this high above the window well but the cover kept the water from going in so we only have about a half inch and if not we would have have three or four feet."
